Despite the hard work of AFGE and our grassroots activists, we were not able to get language supporting the pay raise in the House or Senate Budget resolutions. Rather than have a negative vote at this time, Rep. Allen (D-ME) and Senator Sarbanes (D-MD) offered and then withdrew their federal pay amendments. While this is different than past Budget Resolutions, which have included language in support of pay parity, the absence of pay parity language in the Budget Resolution is not fatal to our efforts to achieve a 3.1% pay raise for federal employees in 2006.

The strong resistance we encountered in our efforts to include pay parity language in the Budget Resolution is, however, an indicator of how much harder activists will need to fight to persuade the House and Senate Appropriations Committees to include 3.1% pay raise for federal employees.

What is pay parity? Pay parity stands for the bipartisan tradition that civilian and military personnel should receive the same across-the-board pay raise.

Why is the principle of pay parity important to the FY 2006 pay raise? The President has proposed a 2.3% pay increase for federal civilian employees and a 3.1% pay raise for military personnel. If we persuade the House and Senate Appropriations Committees to follow the principle of pay parity it will mean a 3.1% pay increase.
