CARES Commission Decision
CARES Commission Ends Canandaigua's Clouded Future
 

After a half of decade of uncertainty and community outrage the CARES Commission announced Secretary Nicholson's decision regarding the future of the Canandaigua VA Campus in Canandaigua NY. Last week the decision was made public the the 9th option in the CARES Commission Report was the option that would go forward.

So here we go more changes are in store for the Canandaigua V.A. Medical Center.

This time they're getting the praise of local veterans despite the healthy pessimism that remains in the back of their and the communities mind. Inded most of the activists that fought so hard to keep Canandaigua open are still taking a wait and see attitude.

The Secretary of Veterans Affairs announced plans to build a 120-bed nursing home and residential rehabilitation facility to meet anticipated need.

The facility will remain a Mental Health Center of Excellence and looks forward to working with the University of Rochester as it goes forward with its plans to focus on the needs of our veterans today and in the future.

The hotline center and a collaboration between the VA and the Department of Psychiatry at the University of Rochester makes the facility the country's first "Mental Health Center of Excellence."

The center's director says more than a dozen U of R researchers will be working inside the recently renovated building.

As the Medical Center evolves today and in the future, it is the veterans, the community, the politicians and the center employees who can take pride in the fact that the Canandaigua VA Medical Center did not "Go Quietly Into The Night" but will in fact be here to serve the needs of out nations heroes for years to come.

Local Veterans Group Calls for Mandatory Funding

A local veterans group known as Operation Firing for Effect 2008 (OFFE 2008) has called for Mandatory Funding that will insure the preservation of Veterans healthcare services nationwide. Its battle has gained a momentum of its own with support being mustered nationwide.
Recently Senator Schumer introduced legislation in the Senate that will do just that, referred to as "Guaranteed Funding" Senator Schumer is calling for funding much like Medicare that adjusts itself according to the actions of the military and its engagement in battle. The more men and women associated with confrontations and battle the budget would increase to insure healthcare would be available when they return as veterans.
Unlike Senator Schumer's plan OFFE2008 wants assurances that when those needs begin to diminish that veterans services would not be selectively cut to balance the budget on the veterans backs. He wants assurances that facilities like Canandaigua, Spokane and Waco will not fall victim to the VA's cuts.

This week the Canandaigua AFGE Local 3306 voted to support OFFE 2008 by signing his resolution for inclusion in his movement to force Washington and the President to remove the VA Budget from Discretionary Funds and return it to Mandatory Funding protecting our veterans healthcare for today and tomorrow.
Moreover AFGE 3306 has called for it's sister organizations to follow it's lead and do so as well ASAP.

HOUSE ARMED SERVICES COMMITTEE PUTS HALT TO PRIVATIZATION AT MILITARY
HOSPITALS


(Washington)-- The American Federation of Government Employees (AFGE), the
largest federal employee union, today lauded the House Armed Services
Committee for including a provision in the Wounded Warrior Assistance Act
(H.R. 1538) that would impose a moratorium on new privatization reviews in
Department of Defense (DoD) military hospitals.

AFGE saluted the bipartisan leadership of House Armed Services Committee
Chair Ike Skelton, Ranking Member Duncan Hunter, Readiness Subcommittee
Chair Solomon Ortiz, Ranking Member Jo Ann Davis, Military Personnel
Subcommittee Chair Vic Snyder, and Ranking Member John McHugh for their work
on the legislation, which was marked up yesterday.

"The Office of Management and Budget's (OMB) obsession with privatizing
federal employees cannot be allowed to undermine the health of military
personnel," said John Gage, national president of AFGE, which represents
workers at Walter Reed Army Medical Center. "The Walter Reed privatization
fiasco could have been prevented."

According to AFGE, OMB failed to enforce its deadline on the Army to finish
or abandon the interminable privatization study by September 30, 2004.
However, it was OMB's numerical privatization quotas that made the Walter
Reed privatization fiasco inevitable-forcing agencies to review for
privatization certain numbers of employees every fiscal year-or else risk
not getting sufficient funding in next year's budget. Indeed, Army officials
have been told that their service is red (i.e., the lowest possible grade)
on the President's Management Agenda and that they must review more than
45,000 jobs for privatization by the end of FY09.

"Installations that want to delay or cancel an OMB Circular A-76
privatization review must provide comparable numbers of jobs to review for
privatization instead," added Gage. "Rather than lose credit for reviewing
the 300 jobs at Walter Reed for privatization, the Army felt compelled to
finish the privatization review, even if it was illegal, wasteful, biased,
and botched.

"The moratorium on new privatization reviews in DoD military hospitals is a
sincere, bipartisan effort to address some of the problems caused by OMB's
now infamous 'competitive sourcing' policy. In the months ahead, the
Congress will undoubtedly take other opportunities to make additional,
much-needed reforms," said Gage.

Canandaigua Acute Psychiatry Unit Closes
March 12, 2007

Today the Canandaigua VA went forward with its plans to close the Acute Psychiatry Unit that was first approved by the Secretary Antony Principe in 2002. This closure will affect all veterans in Western New York for decades to come. With its closure veterans who have come to depend on the unit for their inpatient care will now be ferried to Buffalo or to Syracuse for their stabilization and therapy. That is when either VA has the space to share.
Since the closure those veterans have learned that when there is no room at the inn they will have to depend on Clifton Springs Hospital for their care until VA space can be found. They have also found out that if Clifton Springs Hospital  is full they will be farmed out to any other hospital that has psychiatric services and has vacancies that can accommodate them.
This process can take time, tracking down beds arranging transportation and then the delay of transport time, often the delay can take all day.
Recently the Canandaigua AFGE Local 3306 joined with the Fort Drum Chapter of AFGE Local 400 and called our Washington Representatives to join forces and demand that Secretary Nicholson reverse the VA's decision to close the unit. This action was done in anticipation of Fort Drum receiving 3500 active duty soldiers that are expected to return form Iraq next month.
Many heroes answered the call but thus far their requests have seemed to fall on deaf ears, aside from rumors the unit remains closed, the employees spread across the facility and the veterans left in the lurch.
 

Their is one ray of hope the unit which was to move to the Acute Psychiatry's location has been told the move in on hold for now. Maybe the turmoil that has resulted from the closure and the outcries of foul by all it supporters has encouraged the VA to revisit it's decision.

 Canandaigua Goes On Line

Veterans nationwide gained a source of help that has been needed for many years today as the VA Nationwide Hotline came on board to offer help to those who have lost all hope. The DOD and the Department of Veterans Affair have been increasingly concerned with the growing trend in veterans suicide and took the first step to provide crisis intervention by opening a nationwide phone service located at the Canandaigua VA
Soldiers returning home from the war in the Middle East can receive help dealing with their emotional wounds. 
 

Veterans and Servicemen can call toll free 1-800-273-TALK.

When they call, veterans will be put in touch with mental health professionals any time of the day or night.

"Veterans need to know these VA professionals are literally a phone call away," said Secretary of Veterans Affairs Jim Nicholson said. "All service members who experience the stresses of combat can have wounds on their minds as well as their bodies. Veterans should see mental health services as another benefit they have earned, which the men and women of VA are honored to provide."
